Political Europe and the dilemma of Polybius: EU View of the modern cosmosystem in perspective
Resumo
When Polybius asks why a simple city, Rome, has conquered the Greek
world, he concludes that it is because of its political system. What he emphasizes
is the position he reserves for the dialectical relationship between
freedom and hegemony. If we are to understand and correctly place this
dilemma in our time and, specifically, in the context of our concerns regarding
the long-term future of political Europe, we must first explain the
real nature of the European political system as well as the direction of the
evolution of the world. In the final analysis, it is the only way of knowing
what we must do to come closer to the Europe we want and, above all,
the Europe which is feasible and, therefore, harmonized with the future.
Lorsque Polybe pose la question de savoir pourquoi une simple cité,
Rome, a conquis le monde grec, il conclut que c’est en raison de son
régime politique. Ce qu’il nous fait remarquer avec insistance, c’est la
relation qu’il réserve à la dialectique entre liberté et hégémonie. Si nous
voulons comprendre et surtout situer correctement ce dilemme à notre
époque et, concrètement, dans notre problématique concernant l’avenir
à long terme de l’Europe politique, nous devons préciser avant tout la
nature réelle du système politique européen ainsi que la direction de
l’évolution du monde. En dernière analyse, c’est la seule façon de savoir
ce qu’il est opportun de faire en fonction de l’Europe que nous voulons,
mais surtout de l’Europe qui est possible et, en cela, harmonisée avec
l’avenir de l’évolution.
