by Augustus is truly a new and better state, but based on an ill-defined and unpredictable
succession, in which fate plays its part. Such power, being unlimited and potentially
uncontrollable, is dependent on the character of the possessor, which can range from a
tyrannical and individualistic behaviour to a paternal and therefore universalist attitude,
encompassing all areas of government intervention, all Orders, and all people.
