This essay addresses the relationship between the Right to
the City, the Economic Right of Development and the Human Right to
Development. The theoretical framework of the Right to the City is assumed to result from a socioeconomic analysis of industrialization and
urbanization processes, which, in turn, reflect economic options in the
field of Right of Development (RoD). A primary issue is recognizing
that measures of economic growth focused on linear economic monitoring,
do not necessarily generate actions of socioeconomic development.
The Human Right to Development (RtD) presupposes the notions of
social and environmental sustainability and economic democracy as guiding
elements of the developmental process viewed from a continued and
articulate perspective. In this context, the Right to the City is of great
relevance since it demands a simultaneous exercise of rights (of first, second
and third dimension), with a special emphasis on the exercise of economic,
social and cultural rights (ESCR) within the urban environment, with the
purpose of implementing and accomplishing plural development (RoD
and RtD combined). Finally, this essay analyzes São Paulo’s new strategic
development plan as an attempt to jointly implement these rights.
